The North Carolina Inclusion Planning Guide outlines steps a collaborative leadership team would take to explore, develop, implement, and sustain an intentional plan for increasing inclusive opportunities for young children with disabilities within high quality early childhood programs, leading to increased positive child outcomes.  High quality preschool programs include: Head Start, North Carolina Pre-Kindergarten (NC Pre-K), Preschool Exceptional Children, Title I Preschool, developmental day programs, and child care. Cross-sector planning assists school districts in increasing and sustaining inclusive opportunities for young children with disabilities
