Every child, regardless of ability, should be able to play, develop and learn in a variety of places, such as home, early childhood programs, neighborhoods, and other community based settings. The Inclusion Initiative has facilitated the development of comprehensive community plans and agreements to encourage school districts to work within their communities to expand inclusive placement opportunities.

The North Carolina Inclusion Planning Guide outlines steps a collaborative leadership team would take to explore, develop, implement, and sustain an intentional plan for increasing inclusive opportunities for young children with disabilities within high quality early childhood programs, leading to increased positive child outcomes.
